Notice to Mariners- Rysk farvatten vid Kaliningrad

Nästa långfärd 2013 kommer att bli en segling runt i södra Östersjön.

Under färden önskar jag att korsa Rysk farvatten mellan Polen/ Gdansk till Litauen/ Klaipeda.

Någon som vet vilka regler som gäller för segling genom Rysk EEZ farvatten?

Någon som vet vart man hittar Notice to Mariners för Rysk farvatten i Östersjön utanför Kaliningrad

Efter mycket surf och searching, oräkneliga click fick jag själv napp.

dessutom skickas NAVTEX info til Sjöfartsverket, som sedan skickar dom på NAVTEX.

Vad som känns mycket speciellt är att hela Rysska sjöområdet(terretorial + EEZ) utmed Kaliningrad uppenbart kan användas för militära övningar.

Och som bekant finns inget internationalt vatten i Östersjön, så det kan betyda fler vänt dagar eller en jätte stor omväg om övningar pågår.

Enclosed is the info regarding the Exclusive Zone 117 we collected with the CA collegues some time ago:
NAVIGATION INFORMATION
Exclusion Zone located west of Kaliningrad, south-eastern Baltic - request for information
Last summer a Swedish yachtsman whom we have known for many years visited Kaliningrad. He
had come from Poland to Kaliningrad and was on his way to Klaipėda, Lithuania after the visit.
When he came to leave Kaliningrad (i.e. the port of Baltysk) he was
informed by the Russian officials that he could not do so until later in
the day when exercises in Exclusion Zone 117 would be over. After
some negotiation he was permitted to leave a little earlier and to
creep up the coast but had to wait south of Mys Taran point and light
before gaining permission to move on round the coast to clear area
117. The Exclusion Zone is included on Swedish chart No. 7 Östsjon,
South and is also shown on the chartlet adjacent this text. The zone
covers a very large area as can be seen. Warnings of exercises and
exclusion zones are carried on the Swedish Sjofartsverket website
and we assume they would be notified by Navtex.
It appears that this may be something fairly new as we have received
no reports in the past of any difficulties. It has long been recognised
that those on passage from the Gdansk area of Poland to Klaipėda
and vice versa are advised to go about 20NM offshore when passing
the Kaliningrad area to avoid the attention of Russian patrol boats,
although 12NM (limit of territorial waters) is all that should be
necessary. However we are now talking about an area far more extensive than 20NM offshore such
that for coastal sailors the passage between Poland and Lithuania under these circumstances
becomes very unpalatable.
